The sense of "overwhelm" is more related to desire than it is to action. The same body can fight very hard, kicking feet, thrashing arms and hands to stay afloat in water or, relax and stay afloat effortlessly.

To be surrendered to God means living in the moment, open to what life brings. This does not mean we float along in our boat of life without steering toward a destination, being tossed here and there with every wave of change. Our course is charted to God-realization, our rudder is service.

When all that we do, all that we encounter, everyone and everything is for the sake of God-realization, the attachment to particular outcomes falls away. When the only outcome desired is awakening, whatever happens can serve that purpose.
